Development of an Employment Profiling Model
New Editions is developing an advanced unemployment insurance (UI) profiling
model for the state of New Jersey. Under the Unemployment Compensation Amendments
of 1993 state agencies must establish a Worker Profiling and Reemployment Services
(WPRS) system to identify UI claimants most likely to exhaust their UI benefits,
and refer them to reemployment services to expedite their return to employment. Ideally,
this system helps states reduce both the claim duration rate and the benefit
exhaustion rate. New Editions is building the next generation profiling model
for New Jersey. We will first provide a working update of the current profiling
model and then develop the next generation UI profiling model, utilizing the
latest research in profiling technology and incorporating the latest recommendation
from USDOL and academic researchers. To develop this model, we are using
a 100% sample of the New Jersey UI data, with the data being housed and analyzed
at New Editions’ secure facility.
