Annual Disability Statistics Compendium: 2009

Section I: Introduction

Overview.

Statistics are a powerful tool—in research, policymaking, program evaluation, and advocacy. They are used to frame the issues, monitor current circumstances and progress, judge the effectiveness of policies and programs, make projections about the future, and predict the costs of potential policy changes.

Statistics about the population with disabilities and about the government programs that serve people with disabilities—disability statistics—are often difficult to find. Numerous government agencies generate and publish disability statistics, and as result, disability statistics are scattered and buried in documents and Web sites all across the Federal government.

The Disability Statistics Compendium is the first of what is intended to be an annual publication of statistics on people with disabilities and government programs that serve the population with disabilities and is modeled after the Statistical Abstracts of the United States, published yearly by the U.S. Department of Commerce. The Compendium is designed to serve as a reference guide to government publications. At the bottom of each table, the source of data appearing in each table is presented. These referenced sources contain additional statistical and information about the way the data were collected and the statistics were generated.

Topics.

This publication, the first Compendium, focuses on state-level statistics published by Federal agencies, and presents some time-trend data provided in the last few tables. Topics covered in this year’s Compendium include:

population size,
employment,
earnings from work,
educational attainment,
health behaviors,
health care coverage,
Supplemental Security Income,
special education,
monthly employment, and
prevalence of disability,
poverty,
enrollment in education,
self-reported health status,
immunization,
continuous health care provision,
Social Security Disability Insurance,
vocational rehabilitation,
monthly labor force participation.

In addition, there is a section called “Recently Released Statistics” that contains statistics that were so recently issued that it was difficult to integrate them with the other statistics in time for the publication of this Compendium.

Each year, the Compendium will be updated to reflect the statistics published in the previous year. Moreover, future issues of the Compendium will be expanded to incorporate additional statistics, as well as, data from new sources and publications.

A glossary is provided to assist in the interpretation of the statistics contained in the Compendium. In addition, assistance in interpreting statistics and locating additional statistics is available via our toll-free number, 866-538-9521.
