Dr. Manu Singh-Looney is a public health researcher and evaluator with over 20 years of experience leading and conducting research, evaluation, and technical assistance projects at the federal and state levels. Her expertise focuses on increasing access to public health care and services across a range of populations from adolescents to older adults, strengthening data-driven decision-making, and improving program effectiveness. She specializes in substance use disorders, integrating primary care and behavioral health, and utilization and participatory evaluation methodologies. supporting a diverse portfolio of federal projects, including those for the U.S. Department of Health and Human Services (HHS)—Administration for Community Living (ACL), National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR), and the Office of the Assistant Secretary for Planning and Evaluation (ASPE)—as well as the U.S. Department of Education’s Office of Special Education Programs (OSEP). Before joining New Editions, she managed evaluation and capacity-building initiatives for Massachusetts' Department of Public Health’s Bureau of Substance Addiction Services, Washington, D.C.’s Department of Behavioral Health, Connecticut’s Department of Children and Families, and HHS’s Substance Abuse and Mental Health Services Administration (SAMHSA) and Health Resources and Services Administration (HRSA). She holds a Ph.D. and M.A. in Clinical Psychology and Behavioral Medicine from the University of Maryland Baltimore County and a B.A. in Psychology from The George Washington University.
