Established under the Transportation Equity Act for the 21st Century, this program allows individuals with seizure disorders to obtain exemptions from federal physical qualification standards to operate commercial motor vehicles, provided they maintain stable treatment and remain seizure-free. New Editions assists the FMCSA in managing approximately 455 active exempted drivers and processing an anticipated 85 new and 160 renewal applications annually, as the Agency lacks the internal resources to execute these functions independently.

The scope of work encompasses the full lifecycle of exemption processing, involving both administrative and medical reviews. New Editions’ Reviewers manage intake procedures, validate eligibility, maintain a master tracking list, and draft essential Federal Register notices and exemption documents, such as certificates and denial letters. Simultaneously, a designated Registered Nurse reviews medical documentation to determine medical eligibility and assists with complex cases. Additionally, our staff serves as the primary point of contact for applicant inquiries, reviews annual reports to ensure ongoing compliance, and provides statistical reporting to FMCSA staff.
